I finally got the right person at the Lab on the phone & things are pretty clear now.
 
What I was told, is basically there is no oil wear - since the cars are static.  Also, we can test 10% - 20% of the vehicles & assume the results are representative of the remainder of the vehicles.   This allows testing of 10-20% every 6 months until all are tested - then we have a benchmark on each vehicle we can refer to in the future to look for changes.
 
It's simple now that I know the facts -
 
I really appreciate you guys jumping forward to help - it shows how deep the knowledge base is on this list!
