There was recent discussion of increasing clearance between housing and plunger by 5 thou or so.  Seems one component is brass and other is steel and coef eXpansion difference can give rise to binding.  Note this problem generally arises from a hot engine, dirty parts, worn guides which allow movement off center.  (known as age)

Short term solution is to mount a husky mallet above the starter with 1/4" rope on handle terminating with an Italian knot on the gear shift handle, making it ultimately available when needed.

Binding under stable temps is another case and points more to poor battery contacts.

Matt Boyd raises a very good point, which also triggers a long-lost memory from the race team days.  Some of the 348s had the same problem - and the solution was the same as what Matt described.  For some reason, the starter motors "bound" and a gentle tap with a hammer got it loose.  At a Summit Point track event in '96, a guy came by and said his Mondial 3.4 wouldn't start over by the gas pumps.  So I took a long socket extension and a light hammer over there, gentle tap tap tap on the starter, and it fired right up.  I think it was heat related (for both the Mondial and the 348CH cars, though that wouldn't be the problem of a TR that's sat for 3 months....).  FWIW.
