        As an ex-military pilot, any chance the DoD would lend you a 

GBU-38 500-lb JDAM (Joint Direct Attack Munition)?  It's GPS-guided so as 

soon as the laptop tracking monitor gives you coordinates you rent a 

Cessna, throw the bomb in the back seat, fly over the punks location and 

chuck it out the door.   That'd put an end to their career in crime...
