Some ISPs offer space for each subscriber - files can be uploaded and downloaded.   The details of the file movement escapes me at the moment but you might be able to do that - upload to your present ISP then download the files once your att.net is working.  You might send a note to the ISPs involved to ask if you'll be able to access the info during the change.
 
Of course a external HD is very easy - they attach with a USB cord and then just copy & paste.  Prices have dropped lately - 1TB is now available for around $120 or less. 
 
Another option which goes farther than you asked - a service like Carbonite (which I now use) backs up the internal hard drive completely when it starts, then whenever you change a file -
 
Also - mozy.com does the same but also offers 2GB of free backup -  if that's enough you can upload the files to mozy then download them whenever for free.  The choice of files maintained is completely optional.

Subject: [Ferrari] NFC: Computer help please?

I have a program named FTP Commander and what I'd like to do is to copy all the files I currently have uploaded to cox.net and save them in some kind of folder because as of Monday we're switching to att.net and I'd just like to then load the files from the folder up to the att.net server.  Is that possible?  Is there another/easier/better way to do this?
