Yes, freedom to and freedom from is a ball that can be bounced either way.  Many of us who tend to the :"freedom to" side are there because we feel we have earned that right.

Little by little we are loosing out freedoms to equality.  Those with less demand that everyone with more come down to their level rather than use the freedom they have to elevate themselves.   Welcome to France.
