There is an accumulator in line with your fuel pump that does that it might be 
bad as well 
How many miles on the car?

Clyde,
Isn't there a valve to maintain fuel pressure when the engine is off?  I seem 
to remember something like this and what happens is the fuel can slowly leak 
causing a rich condition when trying to start after the car has been sitting.
