Didn't this happen back in the 80s with the 288 GTO too?  The test cars were doing 190mph or something, and when Phil Hill got his hands on a customer delivery car, the best he could manage with it was 175mph.  Memory seems to recall they suspected the boost was turned up, way up, on the test cars provided.  I may even have the old article kicking around somewhere.
