Having been around  military weapons most of my adult life there are 2 major points to using them effectively 

You have train with them 

You have to maintain them 

If you want the desired result

You can own an M1A1 Abrams Tank but if you don't train and maintain its just an expensive noises truck!

There are fully functional battle Tanks in the hands of private citizens - all legal - and they are never involved in crimes.  For all I know there's an Apache in private hands somewhere.  And  the govt did a background check and collected a large fee (as with machine guns) before giving them permission.   There's a billionare in Ca (IIRC) whith a large collection of armored vehicles.  And another in UK.
