At what point does a cop on the beat observe the law, or even comprehend the very basic tenets of law enforcement?

 

"I'm not thinking you've committed a crime by definition, let alone have any suspicion or even reasonable cause for concern, so just out of narrow-minded, petty spite, I'll waste your time and money, public money and resources and generally impose my personal judgement and will upon you by abusing the authority of my job and using the failed court system to discourage you and anyone else from ever just plain being free to do whatever the hell they fell like doing."
