Knee jerk reaction to an isolated incident...  such is the way the world works today.  Too many chicken littles.

Some things to ponder: 
If you find and watch the whole "Australian Video" the corner worker in the tower is clearly waving a green flag - WTF?  - Lets fix that!

current yellow flag practice is to "slow" so assuming there were yellow flags ahead of the previous accident, how much did Verne slow... probably not much.  Its one of those nasty little practices of "slow enough to show the data police you did" but not enough to really lose any time.  - So I like the idea that race control could bring all cars to a regulated speed and preserve track position when a yellow is posted.  That would impose safety without relying on drivers who are still trying to maintain or gain an advantage.

Lastly, in this incident, I can't fathom a practical canopy that would have made a difference... and very well could have made it worse.   When he submarined the tractor he lifted it a couple of feet and rotated it even more.  Covered or not, it was going to be bad.

OK, really the last thought... they will look stupid
