Could be either, but if I were to give odds, I'd say 70% sender, 30% gauge. Shouldn't be hard to test with a Radio Shack variable resistor.  Just study the wiring diagram for a clue as to what to use and how to use it!!

How you know it is the gage?

Could be the sender!

Are you talking about taking the gauge out of the console or the sender out of the tank?

1981 308 GTSi: As I told the list last summer, my fuel gauge is non-functional. It goes up to FULL when I fill up the tank. But stops at about 1/4 empty and then it does not move anymore. That's how I got stuck with no fuel in the car last august. So, as a winter project, I would like to take it out of the dashboard for repair.
How do I do it ?
