Insufferable talking head, but here's the actual report:
http://www.bbc.com/news/uk-england-birmingham-30710852

I'm sure we're all shocked to hear of a trusted member of the constabulary abusing his powers to no good.
Even more shocking is to think the same could be happening in the ewe ess eh?  Unimaginable.

In fact, the police in the US no longer bother with petty, individual thuggery, they use arcane and archaic laws ("civil asset forfeiture")
to systematically shakedown passersby.  G
oogle any description like "police seize cash from motorists" ...  it's become a veritable business model for raising funds to spend on themselves (the police
, usually in isolated cities
) to any purpose (entirely unrelated to law enforcement ... booze, bbq's,
 entertainment electronics,
etc.)

It's been going on for years under the smokescreen of taking houses and property away from drug dealers to break up their operations, but it's also used against just about anyone who appears to not have the means to wage a legal defense to retrieve their property before it's liquidated.
