The big "Duh" answer to this question is to live in an area where you don't have to put your car away in the wintertime!!! That will burn off any accumulated moisture and start up fuel blow by. Change oil if you wish tho as Clyde sez - not necessary if synthetic. BUT - what does the owners maintenance manual say?
