Yes, that is the drain for the unit as rain water will run down the antenna segments. As the body of the unit is made from pot metal, it’s easily susceptible to corrosion and mine was quite blocked because of it. As for the tube, my car had that as well and located in the same position, but it’s very bad as it faces the rear tire – road spray shoots water directly at it! Worse than if the rain had wicked down the antenna segments. Only Ferrari would do something stupid like this! A previous owner cut the tube off and blocked it with a bolt and nut. I further sealed it off with polyurethane sealant and under body coating several years ago. Best thing to do would be to remove that tube, block it off in such a manner I described and put a small cup under the antenna unit when you’re washing the car, or expect to drive in the rain. Less holes in the trunk, the better... I did not know what it was there for. I imagined water drainage but it is about an inch high. So A LOT of water has to accumulate
before it goes down in that tube. I was watching videos on 'you tube' about antenna maintenance. I actually saw someone mentioned antennas have a hole exactly for that, water drainage. Mine has one (hidden in the picture) but there was no tube connecting to
