In the 1970's, and earlier, Ferrari consider the first frame coating to be
hydrous ferric oxides.
Or . . . . rust.
(sigh)  as witnessed by stacks of frames in the yard.  
On the other hand - those may have been rejects and on the way to the
grinderupper.  ??
