Anthony,
I just had to go look at one of the leftover gears, but yes - phenolic gear and "fence" (keeps the belt from "walking" off the gear), all somehow fit onto a machined steel mounting plate. I'll send some photos later today (I hope).
When I was rebuilding, I found one of the "fences" was cracked. Then one got dropped and the phenolic fence just shattered. At that point, there was no sense in replacing just two, so I found a set of four all-steel gears and installed them. As I said before,
one of the sensible upgrades on that engine. [others were a 328 oil pan, and a thermostat housing with bleed screw on top - early 308s did not have the bleed screw. I don't think I have that old thermo housing anymore - it was in my old garage and probably
completely consumed by the fire there....]

Well, every engineer makes mistakes, including those at Ferrari. At least it isn't as bad as a faulty clamp on a 10 Billion Dollar telescope.
