Rob,
It's been several years (hopefully not 12 but I don't remember) since I did the belts on my car, but I always locked the camshafts. To get everything perfect though, for example making sure the teeth on the belt line up with the camshaft gear, I woud knock the little dowel out of the cam pulley and move it around and when everything looked perfect I'd look at how the holes on the pulley lined up with the holes on the end of the cam and then put the dowel back into the best positioned hole. If you've been there, I'm sure that makes sense.
