It's a one and done thing.  

The other benefit is that I can sell any car to a family member for $1, so even if it goes up to some silly amount (not because they're worth anything, but that the dollar's purchasing power keeps going down), I can hand them over to mini-me for a trivial sum and legally not have any tax implications.  

They've interpreted the rule as "parade use", so one could argue that any time you drive one, it's a bit of a parade.  Only time I've dealt with a cop on it, he pulled up next to me, hit the yelper and said "hey, you need to bring that to cars and coffee", I said "yes sir, have a nice day" and that was that. 

It's nice not living in a communist state... But we have poisonous snakes, spiders and according to Clyde, we're full of racists, so I recommend staying the hell away from here...

By "vintage plates", do you mean actual plates manufactured in the year the car was manufactured?  I have those on both of my old cars (1954 plates on the old Jag and 1967 plates on the Beetle).  Here in VA, they refer to them as "YOM" (Year Of Manufacture) plates.  We also have an option to put "Antique" plates on the car, which are brand new plates but have the word "Antique" on them.  They come in regular plate size/shape, orange w/ blue lettering (suitable for most older cars), or in flat, rectangular shape, black w/ white lettering, really looking best on really older cars (like Matt's PIII).

In theory, both the YOM and Antique plates are supposed to restrict vehicle usage (somewhat), but in reality, I don't think anyone's ever been bothered with a "hey, where are you going with that plate on your car" type of traffic stop.

Oh, and our YOM/Antique plates are also one-time fee and no annual tax - at least in my county (I think it differs by county).  With these plates, the cars are considered the same has household goods, hence the no tax.
