By "vintage plates", do you mean actual plates manufactured in the year the car was manufactured?  I have those on both of my old cars (1954 plates on the old Jag and 1967 plates on the Beetle).  Here in VA, they refer to them as "YOM" (Year Of Manufacture) plates.  We also have an option to put "Antique" plates on the car, which are brand new plates but have the word "Antique" on them.  They come in regular plate size/shape, orange w/ blue lettering (suitable for most older cars), or in flat, rectangular shape, black w/ white lettering, really looking best on really older cars (like Matt's PIII).

In theory, both the YOM and Antique plates are supposed to restrict vehicle usage (somewhat), but in reality, I don't think anyone's ever been bothered with a "hey, where are you going with that plate on your car" type of traffic stop.

Oh, and our YOM/Antique plates are also one-time fee and no annual tax - at least in my county (I think it differs by county).  With these plates, the cars are considered the same has household goods, hence the no tax.
