Most of the rust removal systems are 1um fiber lasers.  A 10.6um CO2 laser would actually do a great job at cooking.  Very efficient.  You apply thermal energy directly to the surface of the meat.  And you could monitor the surface temperature with a thermal camera (with a 10.6um blocking filter).  I bet you could determine the optimal surface temperature profile versus time and control the CO2 laser to nail it every time.
