That is a weird one.....Just guessing...Excessive resistance in the horn circuit, or relay combined with an alternator not putting out good current, or a poorly performing battery??

1981 308 GTSi: I took out the 308 today for the first time after a long winter. Everything is fine except my horn does not work if the engine is running. As soon as I turn the engine off, the horn works perfectly well.
I had the same problem last fall just before I stored the car and promptly forgot about it during the winter.

Any idea ?
