I don't know about the exact case of USPS postage, but in some cases it's a matter of law.
When I first started using TurboTax, I was keen to use the electronic filing feature. That is, until I found out that the only way to file electronically was to file through (and pay) HR Block or some other tax preparation company. Frankly, I didn't want any of my personal financial info going through some third party - I wanted to file the info directly with the IRS.
Turns out that buried in the bill that allowed the IRS to accept electronic returns was a clause that prevented the IRS from accepting the info directly, but rather only through a third party. Guess which industry used their lobbyists to get that clause inserted into the bill?
So I choose not to e-file.
I guess I'll write my Congressman or Senator about this problem - I'm sure they'll immediately change this law so as to benefit me, the common man.... NOT!
