Having an 1980 gtbi I've seen this come up before.  1980 was the transition 
half half year 
but there were a few straggler cars which could have been numbers indicating 
1981.
Generaly sold to years where EPA wasn't a factor.

30771 would be an early 1980   My 1980 is 33963 post vacation 1980.
You know, of course, there is a lag between starting production in the factory 
where the number is assigned and getting registering through customs where the 
year often gets assigned (with attendant possible errors and delays.)
