Quite easy.  Remember that they were NOT racing -- they were behind a safety
car.  If the weather had rapidly cleared and the track surface started to
clear, then every team except the two red cars would have had to pit for
intermediates.  They also would have had to either load up on fuel, or make
another stop for fuel.  And all that would add up to a major advantage.

Even if they did not get the notification, who in their right mind thought
they could run on wet tires as opposed to extreme wets? They usually have
great strategy, but that was a huge blunder, regardless of notification.
