Unfortunately, while this is a good rule it is not followed by many,  
particularly those buying a personal defense or conceal or carry handgun. It is

getting about 30 hours in a Cessna 150 and then thinking you are ready to  
take off in a Beech King Air 200. After all, the basic rules are the same, as  
are the principles of aerodynamics, it is just there are a lot more things to  
"play" with and one has all of that time between taking off and the need to 
land  to get it all sorted out <g>
