Oregon DMV treats Oh and Zero the same.  My ham license plate is N7OCS and 
for my other car tried to get a vanity plate N7 (zero) CS and it was disallowed
as already registered (to me).   When they use a mix 3 alpha 3 numeric they
don't use alpha Oh and didn't use Que for long time.  Yes 6 max letters here, 
still.
