In your case Officer Fuzz was likely there the whole time, just  
waiting to see how fast you were going to go or if you were a possible  
DUI etc. . The other guy was so intent on his fun that he was not  
aware of the cops until they radioed ahead. So the roads had to be  
full of visual obstructions or else he just wasn't paying attention.  
Easy for me to say since I wasn't there!

There are still lots of places in this country where you can safely  
drive those cars as intended without paying the highway tax.  
Unfortunately Long Island ain't one. Valentines, scanners etc. are  
adjuncts. Rule One of happy motoring: if you can't see them, the cops  
are there. Same as guns; for experienced shooters, guns are always  
loaded until they have personally verified them as empty.
