First of all, Social(ist) Security is the largest "Ponzi Scheme" ever foisted upon any current population. The problem with Ponzi Schemes is that they eventually run out of money to fool the earlier participants and they collapse around themselves. In this case we are eventually learning that even the deepest pockets in the world, the U.S. Treasury will eventually run dry if the game perpetuates itself long enough. If one is less than 40 years old today I would suggest planning for life without Socialist Security. It is also true that "you can't keep them back on the farm" after they have seen the city where one can simply, and often illegally, arrive and qualify for more benefits than they even had knowledge of prior to their departure. Just Anotonin Scalia has expressed it well when he espoused a philosophy of simply returning to the original meaning of the Constitution and cease adding in (without going through the Amendment process) what we think we would like it to mean. Nothing will be resolved until we return to the originally constructed Cabinet departments, the Federal government shrinks in form, and each individual state is permitted all rights "reserved" to it and not specifically delegated to the Federal government. The problem comes when the official Ponzi Scheme has taken from a large proportion of the population the funds that would have been individually invested for their retirement future. To dissolve the program one must find a way to make whole those who have lost opportunity costs as well as forced contributions to recover. And how, without the income stream from the new forcible participants, to come up with the funds to make such repayments possible. Like a serious combat wound, or a malignancy, the cure sometimes results in the loss of function, partial, or in some cases fatal. An interim solution would be to use the general fund to repay individually each current Socialist Security participant the equivalent of their contributions at a calculated compounded interest rate if they have not begun to draw benefits, and to limit the benefits of those currently receiving payments equal to such an amount. No, this is not unfair, every one of them has been told that Socialist Security was a supplement to their retirement funds and should not be expected to provide sufficient income to retire comfortably. Medicare can be privatized as a supplemental insurance policy for those having private health insurance, with higher, self-sustaining, premiums for those who do not have private health insurance. Medicare and welfare (as well as Socialist Security) can be completely eliminated for all persons who are not citizens of the United States. If the aliens, resident or non-residents are unsuccessful at self-sustentation or are otherwise unhappy they are welcome to simply go home. Any person who is caught in this country without legal entry should be imprisoned in facilities where they can work off their debt to this country for the time that they have spent here illegally, and any other benefits derived from their illegal presence on work crew similar to the (first) Great Depression's CCC and then deported. For all of this to work the statutes would need to be amended to post the "No Vacancy" sign at the border and allow citizenship only for persons born to two parents who are U.S. citizens at the time of their birth. If one has been here long enough to attain citizenship under the current law and has failed to do so, well, tough luck, you had your chance. "Anchor children", those who are the children of illegal aliens or are otherwise used by adults as an excuse for an Immigration Judge to allow the adults to remain in this country should simply be returned to the country where their parents are citizens pending future legislation to determine their status but not earlier than their 21st birthday. Self-sustaining aliens who are legally in this country should, of course, be allowed to stay, albeit in strict accordance with the provisions of their entry visas, and students who are paying the full cost of their education, including reimbursing states for any subsidies in public institutions should be allowed to stay until they complete their education or the expiration of their visas. If one cannot be self-sustaining, then one has a set of problems to self-resolve. American citizens are welcome to do it here, others are not similarly welcome to remain within our borders. Its not class warfare to keep one's assets for the benefits of their own families and not be forced to redistribute them to the children of other's who, through Affirmative Action or other governmental vehicles will then steal the jobs that they were creating for their own offspring. I am sure that such a program could draw a number of expletives as its description but these are troubled and terrible (economic) times and we simply cannot afford to support the world any more. If the world is so in love with the World Bank, the UN, miscellaneous NGO's, etc., then the nations who have caused much of the economic distress, e.g. OPEC, can fund them as the U.S. no longer can do it. Third world and developing nations seem to be doing just fine with the currently outsourced U.S. jobs and are no deserving of any other subsidies. Oh, and I'm pretty sure you can draw your own conclusions as bailing out Detroit and the Big Three Automakers.
