And if installed in a 1968 Camaro (as intended) and in CERTAIN STATES - it's legal. Simply because the original vehicle is federally emissions exempt AND state law exempts the conversion. If you start with a car that is emissions compliant (or should be) then you need to retain the original equipment and not disable any of the emissions devices, not in hardware, not in software. One of the "emissions devices" is the original ECU. Replacing it with anything other than the original ECU is considered "emissions tampering". Jim
