my 328 does idle around 1,400rpm when cold. When warm, it very briefly idles
a bit over 1,000 and quickly returns to normal.
It didn't do that before I've replaced the cold start injector, thermotime
switch and addicional air valve ...
But I would check the electrical connections first, to the AAV, thermo
switch and to the warm-up regulator just to make sure that's not the
problem.
So yes, I do think it should idle higher at start-up
