Yep, QV engines should idle at about 2,000 rpm on cold startup.  Once warm, the 
system should idle at around 1,000 to 1,200 rpm (takes about one to two 
minutes).  The system pieces that do this range from simple to complex - the 
Aux Air Valve I think I dunked in a can of Carb Cleaner overnight to clean it.  
To test the thing, you just pop it in your freezer and take a look 'through' it 
to see if it's open or closed, then throw it into an oven set to 250 degrees F 
to see if it has the 'opposite' effect (can't remember if cold is 'open' or 
'closed' at the moment).  All it does is open or restrict air.
 
If the AAV seems fine (the 'cheap' component in the system) - you have your 
thermo time switch in the middle of the block on top (to sample coolant temps), 
your Cold Start Injector, and your Warm-Up Regulator to check out.  The WUR is 
expensive, but the Bosch part number for the WUR cross-references to the 
Delorean (which has good online Bosch parts support).

You can check the AAV if similar to a 911s, and with a bimetal strip, by
pulling it and putting it in the freezer.  Take it out, leave it at room
temp and watch to see if it opens.  I think it has an electrical connection
too which just speeds the process, but the heat sink from the engine should
do the job too.  Many of these bosch parts have shot up to crazy prices in
that last couple of years, but there are a number of places that rebuild
them if you find a problem with one of your parts.
