I have two 11 year olds (blended family). And "no" from me still works. :)

Start them early - be consistent - and never get into a power struggle with
them. However, if you DO get into a power struggle with them.... win.

I was going to say "Wait until they hit 10 or 12 or 14 THEN come back 
and tell us how well the strong-arm "NO!" works." :-)  It wouldn't work 
any better with the spoiled brat unions either.  The situation is much 
too complex for simplistic solutions.
