Nicely written Rick.

While it doesn't seem plausible to enforce driving requirements in a
capitalistic society, I think Ferrari could at the very least set an example
for when they sell their next Enzo type car and require proven driving
ability.

They always have all the power for limited edition supercars and who gets it
and who doesn't. Besides being a rich, great customer with a worthy
pedigree, perhaps they should up the ante and enforce this as well.
