   I'm one for LESS government and LESS requirements, not more.  I do think 
Phil hit on an interesting twist.  Make licenses gradational with more 
privileges earned with more proved competence, then add re-testing to allow 
improvement in qualification OR downgrading when performance degrades.

Of course, have you ever seen officials (police) drive?  I doubt that any of 
them could instruct such a plan...
