Hi Larry,
            China can produce any quality the buyer is willing to pay for and insists on;
both must happen.
            The focus of every businessperson there is to maximize their income in a preceived short opportunity of essentially free market activity.
             Recently I had lunch with a Chinese immigrant businessman with over 5 USA
businesses in Houston currently. He was born into one of the best onnected families politically and economically in his era. He had an excellent education. But even so well placed and prepared, his business endevaors in China had a duration each of less than ten years. Conditions changed and profitability went away. New opportunities opened if the person could identify them and make the transition. He had five good decades in China but
found the USA much more user friendly.
               China has access to both domestic and world technology now.
               China has educated and motivated manpower at relatively low cost.
               But China will still only produce the quality the buyer will pay for and insists on.
               Of couse that is true nearly everywhere else too.
               My observations are based on extensive stays in China and experience with
the military, state-owned enterprize and private sector manufacturing sectors. Although
extensive penal system manufacturing exists (as it does in the USA) I have no experience there. I am biased "pro-China" and have a Chinese family but I think my observations are still accurate.
