Gotta back ya up Phil.  There are a couple of new developments that have 
matured over the years - such as ours for, uh, well, 25 years now.  Gads.

One had a group of reasonable but consistent HOA'ers and the other one which 
was selling for (then) $25,000 less and no front yard installed - and no 
HOA.

Today - our happy little development looks downright nice just has larger 
treas.  The other one - the one that did not sell homes with front yard 
installed - looks, well, looks rather ratty tatty and what ever you feel 
like with tons of boat trailers, broken and un-registered cars in drive 
(hey, its one thing to have an unregistered car in the drive, can't put it 
on State Property - i.e.: the street, at least in Kalifornia - and its 
another to have the engine out laying on its intake manifold for years - one 
step away from plastic milk cartons and no wheels).

HOA is a thankless job - but just like being a manager or supervisor - there 
is the right way and the wrong way.  Unfortuarnatly, the wrong way is much 
easier and relies on emotion rather than with dealing with the situation 
and, gee, just being neighborly.  However, there is always one house that 
doesn't get the message and no amount of reasonableness makes a dent.  Then 
you just burn the son-of-a-bitch down and go about your business.  See? 
Easy.
