If I remember correctly, in addition to the relays, there is a diode in each headlight ass'y. When the diode fails, the lights will go up and down repeatedly. 

I may have some info saved somewhere on how to replace the offending diode(s).

My left headlight motor goes up and down about 6-7 times before setting itself up when I turn the lights on. It has been doing this for 9 years. Just before I stored it for winter last week, it never stopped going up and down. Lucky me I was getting into the garage when I decided to test it. It did this even when I turned the engine off for at least a few more times. I guess that means I was lucky for 9 years and it's time to get another one.
