sounds like its a relay problem - is the up and
down motion accompanied with a click-click sound from the relay
board?
What ever you do BE CAREFUL. Those motors and
gizmos have a trip switches and even if key is not on may activate the rotation
arm device. If your fingers are in the way - tough buns Ace - the head
lamp assembly says "my motor is stronger than you fingers." It aint a nice
surprise.
