I don't have the QA-1 setup, but two members of my local club do - they love them.  Perfect for both street and track use, and if you want to go back to stock Konis, you can convert back very easily.  Rebuilding Konis or getting a replacement set is in the same ball-park as a set of QA-1s, so it can't hurt!

I think the most common way to do this is with different springs.
Check Superformance in UK.  They have 308 suspension bits.

Are there any resources showing how to lower a 78 308 GTS?

I tried 205/35's with the 18" x 10" / 100 wire spoke knock off's but it made
the car look funny.  Made a lot of friends tho and most asked if I had a
"jumper."  What ever that is.  BUSWHAahahahahahah

Actually all I want to do is fill the space between the top of the tire and
the inner fender a little more than stock.

Thanks
