After 4 months of chasing down wiring in the 83 Mondial, new ignition switch, battery, starter and solenoid.  The rear wiring loom was the last piece of hair I needed to pull out to discover the faulty high resistance white ignition wire (8 volts on the starter).  It would be nearly impossible to remove enough of the car bits to string a new wire and correctly solve the problem, so a Bosch 101 on the fire wall does the trick.  It seems the correct copper alloy was not used in the wiring throughout this period.
