It's been my experience in sales that if a
PPi, or any other
kind of inspection or certification was performed over a
month prior
(let's say by a buyer who backed out of the deal, couldn't
get
financing, etc.), the next buyer wants the PPI re-performed,
because
the condition reported was *then.* A lot can happen to a
car in a
couple weeks - month. And buyers usually want a
report of
the condition of the car *now.*

Steve responded and I understand his point
and line of
thinking, but my answer to your question is no. The car
wouldn't be
correct / certified unless it was sitting on the ground in
the same
condition as when it was certified. That's like buying a
57 Chevy and
saying "it's exactly as it came form the factory IF you
repaint it and
find the original engine!" It's either original or modded
at any
given point in time.
