I believe that the microscopic analysis of the steering wheel crack has revealed a "stress crack" and not a impact crack. The metal shows different patterns for one or the other. I would also note that the available video shows that he does try to steer but is unable to do so.
Even with a rear puncture I would guess he could do some steering under braking (due to the weight transfer to the front)

Another theory says that he was running tyre pressures a bit too high because the car kept bottoming-up (and you can see that from Schumacher's car running right behind him) and that he might have lost contact with the ground, leaving him with no steering.

I have a magazine somewhere with the official report. I'll try to dig it out. I love forensic analysis :-)
