I've bought a bunch of MGB stuff from the UK and they never charged me a VAT tax.  They said it did not apply to sales in the US when I asked about it...

"VAT is a tax charged on goods used in the EU, so if goods are exported 
outside the EU, VAT isn't charged. You can zero-rate the sale, provided you 
get and keep evidence of the export, and comply with all other laws"

         The HMRC site lists ways to get a refund of VAT when you leave the 
country, don't know if that can be done for an item that was shipped.
