They shouldn't have charged it. I believe you could have asked for a refund at the airport, but I'm not sure.
What did change at the EU is that now large enterprises (when shipping) need to charge VAT at the value charged at the destination country. Can you imagine that? You have to keep track of all EU VAT values AND make a montly/2months/3months declaration to the destination country and give them the money.
So now when I buy something from the UK (20% VAT) they charge me 23% (Portugal rate) and then have to declare that to the Portuguese government and give them the money. Insane!!!
