If it not Italian Cruise Control (floor mat intefers with throttle) I have not a clue since it returns to idle with the air cleaner. I am not familar with carb 308's. Is it possible the linkage is being intefered with with air cleaner installed?

Techno question: My '79 308GTB doesn't like to return to idle with the air cleaner on! It does just fine with it off. The behavior is just like a vacuum leak - which is what I assumed and just replaced the heat insulators with new, as they have integral gaskets. Problem is still there. That said, the car is quite drivable and runs like a scalded dog, but the 'return to idle' is slow and often never makes it all the way down to 1000rpm.
Advice?
