I 'think' I have eliminated all the usual suspects, but I'll check again. 
 Quirky thing is; It will idle down if 'pulled' down by waiting until around 
1200rpm before depressing the clutch, when rolling to a stop.  It slowly drops 
between gear shifts even with the throttle fully released; Say at about 
1000rpm/second and hangs at 2200rpm or so.

Techno question:  My '79 308GTB doesn't like to return to idle with the air 
cleaner on!  It does just fine with it off.  The behavior is just like a vacuum 
leak - which is what I assumed and just replaced the heat insulators with new, 
as they have integral gaskets.  Problem is still there.  That said, the car is 
quite drivable and runs like a scalded dog, but the 'return to idle' is slow 
and often never makes it all the way down to 1000rpm.
