It's very easy to do.  I've done dozens (that includes wheel cylinders) over the years.  Just make sure that you hone the cylinder properly.  But if there is any significant corrosion or pitting, you'll have to get a new one.  Trying to hone out a deep problem will leave the cylinder bore too large for the replacement seals to seal properly.

In fact, as the cars get older and more valuable, I would be inclined to keep the original and rebuild it rather than replacing it.

A used master cylinder? I'm sure you mean a rebuilt one, right? I've rebuilt one before and it isn't bad, in fact kind of rewarding and fun to do it on your own if you have time. But if you're relying on the car for transportation then for sure Clyde is right (if he meant a rebuilt one).
