IAC/PFA rules basically were open to any deviations from the "standard" model so long as you had the documentation to back it up. But when you looked at the roster of judges, you saw the restoration industry well represented, which lead to "that's wrong, but I can fix it for you" type conversations and seeing "platinum" level cars from the 50's and 60's that had better paint than a modern Lexus (is Junior's House of Color still around?). Or perfectly done interiors...
I still think that Aston Martin has the best business model with their Works Service. Bring it back, we'll fix it and modify it for you (at nose bleed prices), but we'll stand behind it when it is done. Koenigsegg is also willing to update their cars after the fact as does McLaren's MSO team. All at a cost.
Pebble Beach has tried to shift the game to originality, but too many cars have been destroyed by 3+ restorations at this point to get an entire field together of truly original cars, unless one of the OEM museums shows up with their stuff.

The problem with "originality" is the tendency to try to homogenize what were - often - unique vehicles. Can't tell you how many times I had to fight with other judges about what was or was not original to a particular car. Just because they had seen it on a different variation of that model. Things like covered headlights or chrome trim. Ugh
Sent from my iPhoneAgreed, concours have gotten tougher if anything. There is no encouragement of anything except originality.

You just don’t understand the concours market. Whole different type of “enthusiast”. Whole industry set up to cater to their wants and needs, too.

Concours should loosen up these requirements.
I get the originality aspect (although slightly yawn inducing, admittedly), but now you're encouraging 30 and 40 year old tire use on these cars and owners can't separate the two more often than not.

Interesting idea but most owners of classic cars want the originals for a concours. If these new-old releases meet the criteria for concours judging then that is great.
If they don't, I'm not sure what will be accomplished.
There are plenty of new tires that fit the old cars within reason. The Michelin TB series and Pirelly P7 Corsa Classic already fill the need for a modern tire in the classic sizes.
It could be a good revenue opportunity though.

The early Porsches tended to use small-ish sized tires, but maybe the '70s/'80s era Ferraris could benefit (?).
If there's one thing I hate, is when guys put enormous wheels on older cars. It looks so out-of-character:
