Two lists that need to be satisfied. EPA has the way in what comes out the tailpipe.  Can be as easy as the right tuning for the test.  If the engine doesn’t have EPA cert in some form, you are done as cost of feet is too high

The harder stuff is DOT. Structurally you need roof and door beams    The 550 would be nearly impossible, as you’d have to open the roof. The 360 has an acceptable roof structure, so you only need to swap doors. 

The rest is obvious when you know - speedo in mph, BRAKE  vs ((  )) on dash, wide angle pass mirror with “objects may appear” etc. 

As design became more Worldwide more cars meet or can easily be swapped. 

However for the really good stuff there is show and display - which lets you keep the car for limited use without modifications. But it has to be interesting 

Truth is there has never been much on the enforcement side.  Once you gave papers it us the Wild West.

I am aware of a late model Chrysler that came with FI in USofA but was, and it ran much better, carburetor from Canada.  Of all things there was an approved DOT kit to transform that car to US standards.  It included, of all things, sun visors, decals, radiator, manifolds (intake and exhaust) complete new loom (I think the radio  was ok but it only got Sgt Preston of Yukon) gas line, gas tank instrument panel and and and . . . .

 

Of course Amerispec would be glad to certify your 288 GTO or Boxer.
