But the majority of automakers just make a one spec car now that meets or exceeds our safety standards to include emissions etc

If the car is of the same spec (DOT or EPA) then you can import to the USA from Canada.

I purchased a car in Ontario that was 10yrs old and imported it myself at the border. 

The car was identical from a safety and emissions standpoint so there was no issue.

It did have all English/French warning labels and all instruments were metric. 

I had a US state title 14 days later...
